It's an apache error. I'm not an apache expert so don't really know what to tell you but to read the error message and look for anything that doesn't look right.

Please see the documentation as it details how to setup the panel with apache. If you are using apache, I suggest just downloading/installing ezugcc and tell it to use a different port (other than 80) as you won't have to mess with anything (it does all the configuration for you). Yes it's possible to give users permissions to only start/stop a server. Once you get the panel setup and are not sure how to do it, post and I'll give you some hints. I haven't officially tested gmod with it, but I know a few of my users are running gmod and haven't had any issues with the advanced...

Disable advanced monitoring on all of your servers. One of your servers may not be correctly configured with query ip/port.... This shouldn't be crashing the monitor though...will look into it.

It's a service, it starts automagically when the pc comes up. You probably haven't rebooted since installing the license. If you go back into the services thing--you have the option to start it there.
