Half-Life 1 RSC does not compress files.

I have a small issue with HalfLifeRSC, it seems that it doesn't compress the files at all, it just moves the files over to the compressed folder and uploads them uncompressed, so no .bz2 files at all just uncompressed .bsp and .wav's and such. Is this a limitation of goldsrc engine or something?
