Ok, I fixed it.

It was because only the server owner had access until I enabled "File Tool" in the group permissions.
The users that did not work where not the "Owner" of the server, just sub accounts.

Took me a while to find that.

Funcom has added RCON to Conan Exiles. I am able to enable this in the UGCC, perhaps by editing the template?
If so, can you guide me in the right direction?

I believe there is no RCON support yet for this game. Not sure if they ever going to add it.
