You should be able to. Just create a new server, enter the details for your existing server and you should be good.

If that error is from 2.61, restore the ugcc.www.* files (should be two of them) from the backup you hopefully made prior to the ugprade.

We have some included in the panel customisations area of the panel's settings. You can also make your own bootstrap style templates.

If you don't have a license, you can disable the service as it's not going to start. Probably related the error you're getting; will have to look into it.
