There was a multitude of issues.
-The monitor was running as different user, wine loads the /home/user/.wine folder for the C: drive virtualization. I copied the /home/ugcc/.wine folder in to the home folder of the user running wine
-The init.d script was causing the server to not start as well, I modified the init script to su the monitor so there was a shell environment
That seemed to take care of it. So if you need to modify the files for the server, they're not in /home/ugcc/.wine anylonger. You can look at the executable settings to see where they are now.
