More robust file browser permissions

It would be nice if the file tool had some extra permissions available. For example, allow a group to read but not modify a file. Or even a step further (this could be tough) tag individual files for different permission levels. For example the people with God status could modify all files but lower groups could edit only tagged files. For example they could edit clan.cfg but not server.cfg.
