Are you running a 64 bit OS?
Could you try moving it somewhere that doesn't have any spaces in the path. It shouldn't matter...but you never know....
Ensure that you extracted all the contents out of the archive.
Maybe the download was corrupt? Get a copy of bzip2 from here (http://www.bzip.org/downloads.html) and see if that helps.

I extracted using WinRar but last night i ended up reformatting my system anyways. I'll re-install everything tonight and see if i still get the same error. I also had a number of things running at the time as far as security goes (Firewall/AV/Mal-ware scanner) One of those could have been playing a little havoc on it too. I'll see tonight and get back to ya.
